Dean Harris

With over 30 years’ experience in the UK Emergency Services, Dean Harris holds an MSc in Disaster Management and various post graduate qualifications in Public Sector Leadership, Incident Management for Specialist Response and International Safety & Security. 

Additionally, he was a former department lead with overall management of Specialist Operational Training with regard to Urban Search & Rescue (USAR) Specialist Marauding Terrorist Attack (MTA) Capability, Rope Rescue, Water & Flood Rescue, Heavy Transport related incidents, Confined Space, Wide Area Search, Bariatric, and Large Animal Rescue within West Midlands FRS UK. 

Specialist command roles included - National Inter-Agency Liaison Officer (NILO), Hazardous Materials Environmental Protection Officer (HMEPO), Water Incident Manager (WIM) Technical Rescue Advisor (TRA), Incident Command Performance Review Officer, Post Incident Diffusion Officer (PID)  
 
He is a part-time associate lecturer in 'Situational Leadership in the Field' at under graduate and post graduate (BSc & MSc) levels and in Public and Environmental Health (MSc). At National level, he has delivered and led a number of Government programmes relating to specialist response, including the development of swift and flood water national doctrine, CBRN and interoperability programmes for responding agencies.  
 
As a former Safety & Security National Lead for the UK International Search & Rescue Team (UKISAR), Dean has nearly two decades of operational experience responding to sudden onset disasters around the world and has undertaken numerous international capacity building programmes across Asia, Africa and Eastern Europe.
