Estonian Academy of Security Sciences (EASS)

K Lamb Associates (KLA) has been working with EASS since September 2015 and has completed several projects with them. EASS are a very progressive service led by a team of dedicated and highly motivated personnel, with very ambitious targets.

The first project we completed for them was a Training Needs Analysis (TNA) report, and we have since supported them we a series of dedicated training programmes focussed on the areas identified. EASS currently use the Effective Command training and assessment strategies at bronze and tactical command levels, of their Service.

The next level of the project is to extend the use of Effective Command during the training and assessing of Strategic Commanders throughout Estonia.

International Projects

IGNIS Project

The IGNIS project (Initiative for Global Management of big fires through Simulation), brings together the knowledge and experience of emergency-service partners from four different European countries - France, Italy, Portugal, and the United Kingdom. The European Commission through the Civil Protection Financial Instrument financed the two-year project.

The project aims to develop a cost-effective, mobile, and easily accessible simulation tool, as well as a training program and an exercise program that can be used in partner countries and across Train firefighters on the management and fight against large forest fires.

The project was launched to integrate the XVR simulation platform with IGNIS, a simulator that calculates the responses and behaviour of smoke and fire. This resulted in a unique combination of a state-of-the-art virtual environment using the Unity 3D engine, with highly realistic smoke and fire behaviour. One of the key features of this combination is the unparalleled ability to simulate fire and smoke behaviour in response to firefighting actions. This allows firefighters to experience a highly realistic environment when training for response from the ground (water, back burning, bulldozing) as well as from the air (water and retardants from airplanes and helicopters).

K Lamb Associates has provided exercise building expertise to support the project, in conjunction with the use of the Effective Command training tools, for the training and assessment of these strategic level managers.

North America

Burlington Fire Department

In 2018, KLA were invited to assist Burlington Fire Department in the development of an competency assessment strategy for the Promotional Assessment of their Platoon chiefs. This led to an ongoing project that included:

  • Assessor and facilitator training

  • XVR Scenario build and facilitation training

  • Formal Incident Command trainer qualifications for the Training Department

  • Use of the Effective Command methodology in competence revalidations

  • Roll-out of Effective Command training videos throughout the Fire Department

Bracebridge Fire Department

“We relied heavily on the EC system at the outset of COVID-19, we ran simultaneous scenario drills and then sent out questions for the firefighters to answer. Went very well, great feedback from the group. We plan to utilize it for our upcoming NFPA 1001 firefighter 2 certification training. The need to demonstrate the ability to do a basic size-up, allocate resources and then determine a need for mutual aid or outside assistance. The scenarios will work great for this as it’s a lot better than just showing them 1 picture on PowerPoint and saying go. We also are looking at incorporating the scenarios into our promotional processes for both junior and senior officers” Deputy Fire Chief/Training Officer

Huntsville Fire Department

Huntsville utilise the Effective Command training videos in all Incident Command training of their officers

London Fire Department, Ontario

In November 2016, KLA were delighted to be invited to work with London FD during their Fire Officer training programme. London FD are a very progressive service in Ontario and have already embraced the use of simulation based training and have integrated its use and its extensive benefits into several of their programmes.

United Arab Emirates

Since 2017 the KLA/EC team have delivered Incident Command training and competence revalidation assessment to the dedicated Fire teams at The Dubai Mall and the Burj Khalifa. These teams provide the first line of attack at these important Emaar assets, and are integral to the smooth running and safety of both venues. The Effective Command training videos are used by the teams for maintenance training throughout the year.

Singapore Aviation Academy

In 2017 the KLA/EC team were invited to deliver Incident Command training and competence assessment to the operational Fire Officers within the academy. This training encompassed a 5-day course to develop both Situational Awareness and Decision Making skills in the delegates. The course was very well received, with delegates very complimentary of the high level training and immersive learning environment.
