Julian Frank

Julian joined the KLA team in November 2023, after 33 years in uniform service, both military and blue light.

He retired as a Flexi-Duty Station Manager, from Oxfordshire Fire and Rescue in 2023, having also served previously in Royal Berkshire Fire and Rescue. Prior to this he served as an engineer in the RAF and as a Police constable in Thames Valley Police. Julian remained in operational roles for his whole fire service career across a variety of duty systems on both single and multi-appliance stations, before moving to the training department where he remained for the last seven years of his career.

Julian served both as an instructor and subsequently as head of the training department. He was responsible for designing and delivering training across a wide variety of core skills and organisational learning, at all levels of the service. This post included a responsibility for the operational and equipment elements of a tri-service training collaboration with neighbouring brigades. This role helped to broaden his knowledge of techniques and best practice used elsewhere in the fire sector.  Julian worked closely with Blue light partners utilising JESIP principles, to devise training to improve collaborative working and understanding of numerous roles including amongst others, RTC, Hazmat response and evidence gathering. Julian takes great pride in delivering interesting and relevant training in a wide variety of subjects.

As a Flexi Duty Officer and Hazmat Tac Advisor, Julian provided level 2 incident command cover as both an incident commander and as an operational monitoring officer.

During his time in service, Julian obtained a number of instructing qualifications including BAi, FBTi, RTCi and Swift Water Rescue instructor, along with teaching, assessing and IQA certificates. He is currently a member of the IFE at Graduate level (GIFireE)

As a member of the KLA team, Julian has achieved the role as Assessor, carrying out acquisition and revalidation of ICL1/SFJ3, ICL2/SFJ4 & Command support operatives in locations across the length and breadth of the UK and internationally. He is also involved as a role player at advanced and strategic levels of incident command, supporting revalidation and promotional processes. Julian is one of our assignment markers for SFJ level 3 & 4 qualifications and is currently working with international partners to design and deliver training overseas.

To maintain additional currency, Julian still assists with operational training for new fire service recruits and serving staff.
